Warning for Russian Citizens Traveling Abroad
02/09/2013
In recent years, there have been cases of detention of Russian citizens in various parts of the world at the request of U.S. law enforcement agencies for the purpose of extradition and prosecution in the United States. Among the recent cases are the arrests of Dmitry Ustinov in Lithuania, Dmitry Belorossova in Spain, Maxim Chukarev in Costa Rica, and Alexander Panin in the Dominican Republic.
Practice shows that the trials of those who were actually kidnapped and taken to the United States are biased, based on shaky evidence and having a pronounced accusatory bias. They usually end with the imposition of wrongful convictions with long-term imprisonment, which, in particular, happened to Viktor Bout and K.V.Yaroshenko, convicted, respectively, to 25 and 20 years in prison.
Russian embassies and consulates general, of course, have consular and legal assistance to those in need Russians. However, relying on the successful outcome of such cases is not possible.
In these circumstances, the Russian Foreign Ministry recommends that Russian citizens refrain from traveling abroad, especially to countries that have signed agreements with the U.S. on mutual extradition, if there is reasonable suspicion that U.S. law enforcement agencies have any claim relevant to them.
